In late March, Alliance Institute, together with a consulting team, visited and conducted research at Lanzhou New Area Big Data Industrial Park and Lanzhou Lanshi Heavy Machinery Co., Ltd.
Lanzhou New Area is the fifth national-level new area approved by the State Council in August 2012 and the first of its kind in Northwest China. It is strategically positioned as "an important economic growth pole in Northwest China, a key national industrial base, a major strategic platform for opening up to the West, and a demonstration zone for industrial relocation."
Lanzhou New Area Big Data Industrial Park, designated as a provincial key project in 2018, was approved by China's Ministry of Industry and Information Technology as a "National New Industrialization Industry Demonstration Base" in March 2020. It is a large-scale green data industrial park integrating government information cloud service support, big data processing, smart city cloud service centralized management, cloud computing resource aggregation, and cloud computing information services for large enterprises.
The research team conducted in-depth interviews with Lanzhou New Area Technology Innovation Development Management Co., Ltd. within the park, which focuses on comprehensive innovation and entrepreneurship services including technology incubation, technology transfer, entrepreneurship training, and entrepreneurship competitions. To date, the park has attracted over 730 enterprises, generating an output value of approximately RMB 6 billion and tax contributions of nearly RMB 2.1 billion. It has nurtured 27 national high-tech enterprises, 17 provincial-level technology innovation enterprises, and 102 technology-based small and medium-sized enterprises.
The park has now become a vital platform for innovation and entrepreneurship initiatives in Lanzhou New Area, as well as a leading enterprise in the province's technology incubation and technology service industries.
Following the research visit, Alliance Institute engaged in in-depth discussions with both the Big Data Industrial Park and Lanshi Heavy Equipment. The parties reached a preliminary cooperation agreement covering digital industrial park construction, incubation of digital technology enterprises, digital transformation of equipment manufacturing enterprises, and talent development.
